Returned from Seattle and other Sound cities Friday evening. Went there right after camp from Boise. Had a very enjoyable and interesting trip. Yes I made expert. Can’t keep this kid down. Can they? Glad to hear of Proffie’s promotion. Hope you will make non. come. Tell all Payette students there “Hello” for me. Answer. Chas Harting. Did not get your card till I returned home.

Man, those were the days when names like Chas and Proffie ruled the world. Or at least, Seattle.
I believe the phrase towards the end is “hope you will make non-com.” It means non-commissioned officer. This fits in with his talk of Proffie getting a promotion and him being “made expert.”
I also think that it is Charles Hartung, because if you do a search on Payette (Idaho) and “Charles Hartung,” you get not only an obit of what is probably his mother, but also an obit of what is probably his wife, who died at the age of 18, just one year after she got married.
Sorry, being a geeky online researcher this morning for information that doesn’t really matter!

I think his hand-writing style is very elegant… Capital letters are delicate and ‘t’s are confident
Why did the artist who hand-colored the photo decide to make the grass appear so dead? Even if that was the reality let’s try and class this place up!
