The scan is a little fuzzy, but the aerial view was taken before I-5 and most of the taller high-rise buildings of the CBD were constructed;the finger piers along Elliot Bay were intact;and lower Queen Anne looks to have its pre-World’s Fair buildings. My guess would be mid 1950s, certainly no later than 1960-61.
I notice that the American Can Co. building at Elliott Avenue and Clay, across Alaskan Way from pier 91, has it’s water tower. Someone tried to convince me recently that the bulky concrete square platform that still remains atop this building was a helipad. I only have one thing to say about that…

I don’t see the viaduct, either. No later than early 50s, I would think.
Yes, no viaduct that I can make out. So my guess would be 1948-49.
